Incorporation of Plantation Housing and Social Welfare Trust (PH&SWT) was made in 1992 via section 21 of ' The Companies Act No 17 of 1982 of Sri Lanka' The tripartite 11 member board of the TRUST is constituted of secretaries of Govt. Ministries, CEOs of Regional Plantation Companies [RPCs] and representatives of two Trade Unions each having a membership over 50,000. Change of name to Plantation Human Development Trust [PHDT] in 2002. Main office is in Colombo with seven regional offices in Badulla, Galle, Hatton, Kandy, Kegalle, Nuwara Eliya and Ratnapura. RPCs sustain the Trust on payment of a levy. For it's recurrent expenditure The Ministry of Youth Empowerment and Socio Economic Development and the Ministry of Nation Building & Estate Infrastructure, too fund to meet the gap in development cost. Its status as non–profit institution has gained wide currency. Trust possesses a competent and responsive work force capable of timely deliverables. Trust is the fore-runner in making collaborative partnerships for the plantation sector. It has already implemented foreign funded projects namely, SWP11 [1993 -97] and PDSP [1997-2005] with Dutch & Norwegian funding, PRP under the Ministry of Plantations –ADB / JBIC [1997 -2002], and currently implementing PDP of Ministry of Plantations ADB / JBIC [2004-2008]. Trust is rich in experience and exposure to INGOs and NGOs. These will appear under respective activities. Trust maintains an emphasis on gender issues in all activities and follows MDG goals, targets and indicators in the development sphere.
